Official International Reports and Official Remarks on NCRI

One of the most comprehensive international official reports on the terrorist nature of NCRI and the fact that NCRI is an alias of MKO is the US State Department Report published in 1994. (see annex 16 ) Part of the report deals with the structure of this terrorist group:

“MKO/NCRI/NLA are the same.”

“MKO's penchant for aliases has created some confusion. The Mojahedin's deliberate use of the name National Council of Resistance of Iran (NCR) is also misleading. Once a bona fide coalition, the Council disintegrated in the 1980s, when many of the resistance groups that had joined in 1981 left the organisation because of their objections to Rajavi's dictatorial methods and his unilateral decision to ally with Iraq.”

“Although the NCR claims that it is a democratic organisation, its practices do not sustain the rhetoric. For example, it is unclear what criteria are applied to evaluate whether or not a group or individual is eligible to become a member.”

“Critics were either squeezed out of the National Council or silenced.” [237]


After a complete and thorough investigation carried out by US officials, the State Depart-ment issued a statement in 1997 whereby it included the name of NCRI in its list of terrorist organisations. [238]

In various official reports published by national security services throughout Europe one can see that they all refer to the fact that NCRI is in fact MKO. One such report is the report published by AIVD (The security and intelligence service of the  Netherlands ) in 2003 and was made available on its website: www.aivd.nl The report states:

“Maryam Rajavi, the wife of Masoud Rajavi and the second person in MKO was arrested along with some other members of MKO during the French police raid of 17 June 2003.” [239]

Furthermore, the security services of Germany (known as BFV) in a report published in 2005 on its website www.bmi.gv.at mentioned that “NCRI is a front organisation for MKO.”

The same issue has been mentioned in a report issued by the intelligence service of Austria in 2005.

After the French anti-terrorist police raid against the MKO/NCRI headquarters and the arrest of Maryam Rajavi and a number of MKO/NCRI members on 17 June 2003, Mr. Pierre de Bousguet, the head of D.S.T (the security services of France) in an interview with Le Figaro news-paper on 24 June 2006 said the following regarding this group:

“for some time MKO leaned towards a sort of terrorism. Despite their declarations and state-ments claiming that they only struggle against the regime, you should know that their terror-ist attempts left many victims among ordinary people. They claim that they want to restore democracy in Iran, while a kind of extreme dictatorship is ruling in the organisation. An extreme personality cult is prevailing in the organisation and the members are obliged to be blindly and completely at the service of Masoud Rajavi and his wife (Maryam). For the least bit of criticism, one would have to pay a heavy price. MKO is going towards a kind of cultism which shows the zeal of its sympathisers and unfortunately the dramatic self-immolation in recent days are indicative of this claim.

D.S.T has, for some time, had this organisation under its surveillance and has warned the government and judicial officials about the increasing threat posed by its members. In the past two years, we tried to analyse and elaborate on the structures and the operations of the organisation, in particular, its settlement in France. This analysis was a very heavy task because of the culture of concealment, cultish nature and the complexity of the ideas and the thoughts prevailing in the Organisation… But as an indirect consequence of the United States intervention in Iraq, we were pushed forward to decide and carry out the operation. There was a lot of cohabitation between the high ranking officials of the organisation and its well trained militia in Ouvr. Furthermore, we have received information from different sources that convinced us that MKO was considering transferring its last main universal headquarters in Iraq to France. We could not accept this because of the dangers they would pose to our citizens. MKO has embarked on such activities which include cultish, covert and even criminal acts.

MKO has no legal representation in France, but in fact they carry out their activities under the cover of almost 14 societies and associations, most of which are not registered.

These associations are formed by members of this organisation who were involved in the financial network of the organisation…” [240]


Furthermore, Mr. De Craft, the Belgian Foreign Minister, in his speech in the Belgium parliament stated:

“NCRI is a covert organisation for MKO which has no meaningful status in Iran and even among the opposition groups of the present regime, because of the fundamentalist, dicta-torial behaviour of its leaders and its violent acts.” [241]

As is noted from the above, in these official reports and statements by government officials of European countries, it becomes very clear and certain that NCRI is the same as MKO and there-fore NCRI is also a terrorist organisation.
