Terrorist Strategy

The way NCRI was formed as well as the members and cadres of it, all are indicative that NCRI is a semi terrorist organisation. Now we should see whether its opposition strategy is also like other terrorist groups? In this regard Mr. Saleh Rajavi, one of the Persons in Charge of NCRI and the brother of Masoud Rajavi says:

“We have no other choice, but to take arms with power and as has been said by the Leader of Resistance (NCRI) we should not leave defenceless our Mojahed combatants and the struggling people of Iran who are faced with a ruthless and suppressive regime. We kiss our arms as the only way to free our people” [111]

He has gone even beyond that and angrily shouts out:

“The motto: I will kill, I will kill, the one who killed my brother, has showed the Regime that we will take revenge of our murdered brother students.” [112]

This statement leaves no doubt that terrorism is the policy of NCRI. It is exactly for this rea-son that the NCRI’s meeting in Iraq, where the headquarters of two terrorist organisations i.e. MKO and NLA are based, the terrorist and military option to topple Iran’s regime was emphasised. In this regard, Sana Bargh Zahedi, member of NCRI has said:

“Holding the big meeting of NCRI in Iraq, after a series of military operations in Tehran and other Iranian cities, is another step in exerting pressure on the ruling regime and intensification of the present tension which may lead to the expansion of military operations at the border with Iranian forces as well as in Iranian cities. For this reason our forces are in a state of readiness.” [113]

Javad Youssef Meamar has interpreted more clearly the official statement of the Group and has underlined the terrorist strategy of NCRI:

“I believe the statement of the NCRI meeting is a real analysis of the present situation inside Iran and Iran’s situation at the international level. This statement, in a nutshell, shows that there is no other way to seriously tackle the Khomeini regime and its leftovers other than by military struggle.” [114]


And following him another member of NCRI also emphasises: “There is no other way except armed resistance.” [115]

Karim Ghasim, another Responsible in NCRI underscores the same policy:

“In the section related explaining the main elements of the resistance activities inside the coun-try, the statement truly have reminded the consolidation of combatants’ operations.” [116]

It is exactly for this reason that one of the issues discussed in intervals of two meetings was the issue of terrorist operations. Jalal Ganjaei, one other Responsible in NCRI says:

“The second factor which was particular to this meeting was the issue of successful operations, especially, military operations inside Iran. The military resistance operations inside the coun-try, in the intervals of two meetings, were really eye-caching.” [117]

The irony is that the reports of terrorist and military operations were given by chairman of NCRI:

“In this statement, there is a reference to the report and the balance sheet presented by the chairman of NCRI on the political and military activities of NCRI in the intervals of two meetings which has been very eye-catching. The report speaks about a series of 100 brilliant military operations in Tehran and other big cities…” [118]

When the chairman of NCRI, Masoud Rajavi, reports explicitly on the operations, it is quite

natural that other members of NCRI also proudly talk about terrorist operations. Soufi Saeidi pro

vides further explanation on the statement in the following words:

“It is a source of honour and pride for the free born Iranians that democratic alternative NCRI as an organized section of the resistance of Iranian people, still by insisting on its rightful stances has been able to establish links with all other forms of the resistance and social struggle of Iranian people… Recently, one of the most outstanding forms of this link became clear. The participation of MKO women combatants in the operation of launching mortars on the Revolution Guard Corps’s Joint Staff Headquarters in Tehran…This is the meaning of a real link between the Resistance and the Social struggle of Iranian people which was elaborated in the recent NCRI’s statement.” [119]

This NCRI member goes so far as to accuse other non terrorist groups of pursuing a more lenient and reconciliatory policy:

“Emphasis on the peculiarity of the furious struggle of Iran’s Resistance is at a time that in our contemporary century most of the freedom seeking movements in other parts of the world, under the influence of interior and exterior lenient elements, were forced to adopt a policy of adaptation and reconciliation.” [120]

NCRI’s publication in its special edition also emphasises the point that the path NCRI took in the past 17 years was terrorism:

“17 years of NCRI continuous struggle in internal and international politics and in military and cultural fields changed completely the relationship between Iranian society and Mullah’s rule.” [121]

Manouchehr Hezar Khani, a Responsible for NCRI, also reiterates on the above stance by saying:

“The right way to stand against the regime is furious (violent) struggle to its downfall. This has been the direction and the language of the Resistance… The Resistance, in demonstrating its solidarity and support for the people’s radical movement, has intensified its military opera-tion and the people also changed their policy from watery (in vain) protests to more radical and combative (violent) actions. This is exactly the language of common understanding between the Resistance movement and Iranian people.” [122]

One other member of NCRI unequivocally emphasises the armed and terrorist policy by saying:

“It goes without saying that NCRI as a democratic alternative and a political coalition has adopted a revolutionary and armed policy. Therefore, it could not have reconciliation with Shah’s and Khomeini’s dictatorship.” [123]

Another member of NCRI, in the ceremony to honour the death of a number of terrorists, declares fighting as the mission of NCRI:

“This is our destiny, this is our duty, this is our mission to fight. Fighting is a one hundred years path… there is no option, but to fight.” [124]

Therefore, NCRI’s strategy is to realise this mission through terrorist methods and for this purpose it created and used NLA as an instrument to reach its goal. Hussein Jahansouz, a member of NCRI, says:

“The only way to topple the mullah’s rule…is through armed struggle and with the hands of NLA.” [125]

Reza Olliya, A Responsible for NCRI claims:

“We have consistently said this before and will say it in the future that…we can not expect the rule of the people, unless we destroy completely and thoroughly the Vellayate Faghih’s rule through armed struggle of NLA.” [126]

Another member of NCRI overtly calls for the concentration of efforts on terrorist operations of NLA:

“Question- In the announcement of Iran-Zamin editorial board it has been emphasized that we should focus all our efforts towards NLA operations inside the country. In your opinion what does this mean?

Manouchehr Hezar Khani- We have created this force (NLA) so that we could attain our goal to topple the Khomeini Regime. Therefore, it is a wise, rational and palpable decision.” [127]

Most scandalous of all, is the official resolution of NCRI whereby it emphasises the terrorist policy and elaborates on the ways and means to attain the goals:

“NCRI’s Resolution:

Paragraph 8- The furious (violent) struggle … is the main direction to swipe away the religious despotism and to topple the ruling regime. NLA provides the main instrument for this struggle. 30 September 1997.” [128]

The result is that according to the confession of members and official resolution, NCRI’s strategy is based on terrorism and NLA is its instrument. In other words, NLA has been principally set up by NCRI and on the basis of terrorism. This concept can be clearly inferred from the statement of Manuchehr Hezar Khani quoted above.
